This part is amazing. Someone in Legen Town engineers key items to replace HMs. This is a brilliant endgame or post-game reward as you no longer have to dedicate HM slaves as you travel through post-game content. The feature is actually incomplete but I can see this being one of the best endgame rewards, as it retains the difficulty of having to maintain a HM user throughout the adventure, but removes it when the game moves on to other more relevant obstacles. Boulder-Pushing machines, Tree-Cutting machines, all of these can be considered to be added into newer games.

From the given moveset, we can say that Torterra can do its best without any TMs, while Infernape's movepool is OK, but Empoleon's moveset is the worst. Also I tried to use Pokemon which you have access to early on. You can use Bibarel (Route 208-210) & Tropius (Great Marsh) as HM slaves.

You should be able to get a Gyarados right before Fantina's Gym so use Bite against her team. Use Aqua Tail (Level 35) until you get Waterfall. Stone Edge is very late game so use Strength or Thrash before then. You can use Surf on a HM slave. Effective against - Fantina, Flint, Bertha, Barry's Staraptor, Cythina's Garchomp & Roserade.

E: And why I think hacks are great besides stories and structures is that they sometimes add stuff to bypass the most tedious traps implemented by game freak for god now what kind of devilish reason (IVs, some HMs being mandatory but utterly useless (HM01) battle-wise requiring to carry HM slaves to name a couple).

I'm gonna be honest here though, the game IS mainly about having fun and exploring the story and world Ame made for us. If you honestly want to perfect your pokemon, it might as well be done using a team builder and then challenging the Reborn League.
